Saudi Arabia and UAE are the two largest economies in the GCC and account for the majority of intra-GCC trade. Saudi Vision 2030 has driven massive infrastructure spending, creating strong demand for imported capital goods, construction materials, and consumer products from UAE.
Key UAE exports to KSA: re-exported goods (electronics, machinery), food products, manufactured goods, and construction materials. Key KSA exports to UAE: petrochemicals, plastics, construction aggregates.
The primary UAE-KSA land crossing is at the Ghuwaifat border post (Abu Dhabi emirate), which handles the highest volume of heavy commercial vehicles between the two countries. The Hatta crossing serves some northern routes.
Trucks from Dubai typically transit via Ghuwaifat with an estimated transit time of 3–4 hours to the border from Dubai. Saudi customs clearance at Ghuwaifat adds 2–6 hours depending on cargo type and border volumes.
Saudi customs uses the Bayan system for electronic customs declarations. All goods require a commercial invoice, packing list, Certificate of Origin, and Bill of Lading or Airway Bill. Regulated goods require SABER certification or product registration.
Saudi Arabia applies GCC Common External Tariff (CET) rates on most goods. The standard import duty is 5%, with higher rates for luxury goods and goods competing with domestic industry. GAFTA preferential rates apply for Arab-origin goods.
Saudi Arabia implemented VAT in January 2018 at 5%, increased to 15% in July 2020. ZATCA (Zakat, Tax and Customs Authority) Phase 2 e-invoicing (Fatoorah) applies to all VAT-registered businesses generating invoices — requiring QR codes and structured electronic data.
